Leaking Landing Gear Actuator - gear motor

At annual, found gear extension time slow (13 seconds) - I ordered an OH'd gear motor. Upon removing the existing motor, found gear oil in gear motor cavity. The OH shop confirmed that gear oil had gotten in to the windings. (During annual we checked oil level - it was correct)
Can the #4984 (09916-M1) shaft seal be replaced with the landing gear actuator in place or will the actuator need to be removed from airplane to access this leaking seal?

Your actuator is talking to you.

That particular seal is difficult, at best, to remove with the actuator on the bench in front of you (by far, the most efficient way to change that seal is driving the bearings out that sit with it, and take them all out with one pass). Unless you just had your actuator overhauled, would suggest an overhaul, as there are several additional seals and bearings that may not be far from talking to you also.
